Reimbursement Procedures for Continuing Education Fund (CEF), Documents Required and Processing Time

Form

Claimants have to fill in and submit the forms below. Reference can be made to “Guidelines on the Reimbursement Procedures” (SFAA204) and “Notes on Completing the Reimbursement Claim Form” (SFAA195):

  1. "Reimbursement Claim Form" (SFAA193 / SFAA194);and

    (Claimants should have received the above form, enclosed with the letter of approval of CEF account / payment notification letter by mail from the Office of the Continuing Education Fund (OCEF). They should send the form to the institution(s) concerned for certification before submitting it to the OCEF.)

  2. "Continuing Education Fund – Reimbursement Claim Form for Benchmark Test / Examination Fees" (SFAA 205); and

    (Only applicable to claimants who study a language course (except written Chinese). They should have received the above form, enclosed with the letter of approval of CEF account / payment notification letter by mail from the OCEF.)

Supporting Documents

Claimants have to submit the following supporting documents:

  1. Copy of course fee receipt(s); and

  2. Copy of documentary proof of successful completion of the course(s) (e.g. a certificate of award, a letter or a transcript from the institution certifying that the claimant has passed the relevant course assessment). If the course is co-organized by a local agent with an overseas institution, proof of successful completion of the course or a certification letter issued by the local agent must be submitted; and

  3. Copy of the front page of the bank passbook or statement showing the claimant's name, account number and bank name / bank code (Only saving / current accounts will be accepted for direct credit of the reimbursement. Credit card accounts, fixed deposit accounts and foreign currency deposit accounts will not be accepted. The name of account holder must be exactly the same as the name on the Hong Kong identity card.); and

  4. All of the following documents in relation to benchmark examinations (only applicable to claimants studying language courses (except written Chinese)):

    (a) Copy of documentary proof of passing the specified benchmark examinations at the specified (or higher) level; and

    (b) Copy of the receipt of benchmark examination fees*

    *Note: A claim for reimbursement of a benchmark examination fee will only be entertained if it is accompanied with a claim for the fee for a relevant language course. Only the examination fee contributing to passing the specified benchmark examination at the specified (or higher) level can be reimbursed. Also, the claimant must not have obtained any publicly-funded financial assistance for the same examination fee.

 

Means of Submission

Claimants can submit their reimbursement claims to the Office of the Continuing Education Fund (OCEF) in person or by mail. They could also drop the applications in the OCEF drop-in boxes. The date of receipt of the application by the OCEF will be taken as the date of application.

Processing Time

  1. Payment will be made within 6 weeks from the date of receipt of the Reimbursement Claim Form, subject to complete and satisfactory supporting documents being provided.

  2. In the case where the CEF reimbursement has to be made to offset the loans under the Non-means-tested Loan Scheme, the payment processing time will be longer.
