How to claim reimbursement of course fee under Continuing Education Fund (CEF)? What are the eligibility criteria and the required procedures?


The Office of Continuing Education Fund (OCEF) will only accept reimbursement claims from persons with valid CEF accounts (i.e. the validity period for reimbursement as stated on the account approval letter has not yet expired). If you do not have a CEF account, you can click here for details on application. If you are not sure if your CEF account is still valid, you can call the 24-hour enquiry hotline of the CEF (3142 2277) for confirmation.

You will be eligible for CEF reimbursement claims only if you meet all the following criteria - 

  1. You are aged from 18 to 65 at the time of seeking reimbursement of fees; and

  2. You have successfully completed the whole "reimbursable course". “Successful completion”* of the course means that the claimant must have attended no less than 70% of the contactable hours of the course or such higher attendance requirement as prescribed for the course (whichever is higher) and attained the overall passing mark for the course as assessed by whichever method approved by the Secretary for Labour and Welfare (including any examination and assignment requirements with approved weighting), i.e. the overall passing mark of either 50% or such higher percentage as prescribed for the course (whichever is higher). Documentary proof of successful completion of the course may include a certificate of award, a letter or a transcript from the course provider certifying that the claimant has passed the relevant course assessment.

    (Note: For applicant who fails to complete the initial course he/she has enrolled in when the CEF account application is approved, if he/she can successfully complete other reimbursable course(s) within four years from the date that the application was approved, he/she can still claim reimbursement in respect of the completed courses without making application to CEF again.)

    If you study a language course (except written Chinese), you must have passed a specified benchmark examination at the specified (or higher) level within four years from the date that the application was approved . You may visit the CEF website (Course Information Search) for the required language benchmark examination pegged to the language course that you take. Please note that the date of the benchmark examination must fall after the commencement of the course; and

  3. Number of reimbursement claims submitted not yet reached a maximum of four ; and

  4. Amount reimbursed not yet reached the maximum, HK$10,000 , as entitled under the CEF (You will be reimbursed 80% of your fees or the unclaimed balance remaining in your account, whichever is the less) ; and

  5. Not obtained any other publicly-funded financial assistance (Loans for tuition fee payments obtained from the publicly-funded Non-means Tested Loan Scheme administered by the Student Financial Assistance Agency are not subsidised loans. If such loans are borrowed towards the payment of fees for a reimbursable course of study recognised for the purpose of CEF, the fees may be eligible for reimbursement subject to all other criteria being met).
