Driving with an IDP issued in Hong Kong is permissible in only some countries/places.

An IDP issued in Hong Kong should be valid for driving in some countries / places, and these countries / places** are Contracting States to the International Conventions concluded at Geneva on 19 September 1949. Please refer to the following list, to find out the contracting countries / places:

** There may be differences or changes in the Contracting States policy or conditions of using an IDP to drive in the countries / places concerned, you are advised to make enquiries to the Consulates or resident offices of the countries/places concerned for details before making application for an IDP or before driving in the countries/place concerned.


If the countries / places (including the mainland China and Macau) where you intend to visit do not permit holders of IDP issued in Hong Kong to drive, please contact the Consulates or resident offices of the countries/places concerned for further enquiry. For driving in the mainland China and Macau, please call the enquiry hotline of Transport Department at 2804 2600 (This hotline is handled by 1823 Call Centre).


Validity of IDP

An IDP is valid for a year. When it is expired, the holder can only apply for a new one, because there is no renewal service.


Eligibility for Application

You must meet all of the following requirements:

  1. holding a HK identity card, and

  2. holding a valid Hong Kong full driving licence, or a Hong Kong full driving licence expired for a period of not more than 3 years.


Application Procedures

Form

Application for International Driving Permit TD51 (PDF, you may also fill in this form online and print a filled version for submission)

 
Supporting Documents

You must submit all of the following supporting documents.

  1. HK Identity Card (Original / Copy); and

  2. 2 recent photos with plain background (50mm x 40mm) taken full face without headwear.

Attention: While the Transport Department is processing your application and finds suspicion in the accuracy of your registered address (e.g. failure to serve summons / returned letter to the department bearing markings like “No such address / recipient” experienced before) the department will require the applicant to produce address proof. Examples of address proof are correspondence / bills / envelopes issued within the last 3 months with (a) applicants’ name, (b) address, (c) issuing party and (d) issue date / postmark date printed on them (e.g. Water / electricity / gas bills). For more details, please refer to Detailed requirements of address proof. 

 
Means of Submission

  1. In person to any Licensing Office. If handled by an agent, the agent should bring his / her identity document in original for record purposes; or

  2. By mail to P. O. Box 68115, Kowloon East Post Office, Kowloon (You are strongly advised to send by registered mail to avoid loss of documents).

Payment Method

  1. Cash;

  2. EPS; or

  3. Crossed cheque payable to “The Government of the HKSAR”.

For application by post, the payment of fee should be settled by crossed cheque.

 
Processing Time

Depending on submission method:

  1. In person to Licensing Office: To be issued on the same day; or

  2. By mail: To be sent to applicants by registered mail within 10 working days from the date of receipt of application.
