1823 Call Centre

1823 Call Centre is operated by the Efficiency Unit of the Government of the Hong Kong Special Administrative Region. It commenced operation on 1 July 2001 and became fully operational in October 2002. The centre provides a single point of contact for answering enquires and receiving complaints on behalf of 20 participating departments. For other government departments, 1823 will provide the relevant contact information such as their enquiry hotlines. Regarding complaint handling, 1823 plays an important role as a facilitator in identifying owner department(s) of the complaint in particular for cross-departmental complaints. The relevant department(s) will be responsible for investigating the complaint and taking follow-up actions where appropriate according to their performance pledges. If requested by departments, 1823 will forward their replies to the complainant.

To check the progress of your case, you can contact us via email, fax, telephone or mail. You are welcome to express your opinion on the services provided by the centre. Your comments on the services of the centre will be responded to within 10 calendar days. Where it is not possible for us to reply in 10 calendar days, you will receive an interim reply within 10 calendar days and a full reply from us within 30 calendar days.
24 Hours 7 Days Service Never Stops
1823 Call Centre is manned round the clock, 24 hours a day, seven days a week, including Sundays and all public holidays.
