How to register for $10,000 under the Cash Payout Scheme?

Cash Payout Scheme is one of the initiatives announced in the 2020-21 Budget and citizens can register for the Scheme. If the citizen fulfils the following two requirements, he/she will receive HK$10,000.

a. Holding a valid Hong Kong Permanent Identity Card (HKPIC) on 31 Mar 2021 (It refers to a smart HKPIC issued on or after 23 Jun 2003, please see the sample below); or

b. Holding a Certificate of Exemption (EC) on 31 Mar 2021; or

c. Fulfil ALL the following requirements:

     (i) Fulfil the eligibility for attaining the Hong Kong permanent resident status on or before 31 Mar  2021; AND

     (ii) Submit an application for HKPIC or EC to the Immigration Department upon approval of the VEPIC application referred to the item (ii) above and has the application approved on or before 31 Dec 2021; AND

    (iii) Submit the application for “Verification of Eligibility for a Permanent Identity Card” (VEPIC) to the Immigration Department on or before 30 Sep 2021; AND

 

Registration Period

Registration period: 21 Jun 2020 to 31 Dec 2021
Each eligible citizen must register under his/her sole name and can only register once for the Scheme. 

 

Registration Methods and Details

  1. Through the 21 participating local banks
  • Applicable for citizens who have a local sole name Hong Kong dollar savings /current account in the participating  banks
  • Payment will be disbursed direct into the specified bank account

From 21 Jun 2020 to 31 Dec 2021Register on or before 30 Jun 2020: 
  • Upon verification, the payment will be deposited into the bank account specified by the registrant starting from 6 Jul 2020

Register after 1 Jul 2020:

  • Upon verification, the payment will be deposited into the bank account specified by the registrant about 1 week after successful registration.

ii. Through the websites of banks

iii. Submit the paper registration form (Form 1) by post/in person to banks

Batching arrangements will be adopted for registration using paper forms between 21 Jun and 1 Aug 2020. Registrants should follow the batching arrangements by year of birth to submit the registration form as set out below:

  • Born in 1955 or before: Register from 21 Jun 2020
  • Born between 1956 and 1970: Register from 5 Jul 2020
  • Born between 1971 and 2002: Register from 19 Jul 2020

From 1 Aug 2020, eligible citizens can register by submitting paper forms at any time and the last day of registration will be 31 Dec 2021.

Register between 21 Jun and 1 Aug 2020, upon verification, the payment will be deposited into the bank account specified by the registrant from the following dates:

  • Born in 1955 or before : From 15 Jul 2020 
  • Born between 1956 and 1970: From 29 Jul 2020
  • Born between 1971 and 2002: From 12 Aug 2020

Register after 1 Aug 2020:

  • Upon verification, the payment will be deposited into the bank account specified by the registrant about 2 weeks after successful registration.

 

  1. Through Hongkong Post
  • Applicable for citizens who do not have bank accounts in the participating banks
  • The registrant must collect the cheque from the designated post office in person

From 21 Jun 2020 to 31 Dec 2021

Point to note: Citizens do not need to submit the registration by batches according to the age group. Please note that the time for collecting the cheque will be the same as the registrations made by submitting paper registration form to Post Offices.

Register between 21 Jun and 1 Aug 2020, upon verification, the registrant will receive the cheque collection notification from the following dates and the registrant should collect the cheque from the designated post office in person:

  • Born in 1955 or before : From 15 Jul 2020 
  • Born between 1956 and 1970: From 29 Jul 2020
  • Born between 1971 and 2002: From 12 Aug 2020

Register after 1 Aug 2020:

  • Upon verification, the registrant will receive the cheque collection notification about 2 weeks after successful registration and the registrant should collect the cheque from the designated post office in person.

ii. Submit the paper registration form (Form 2) by post/in person to Post Offices

Points to note:

  • (Applicable for paper registration) During batching arrangements, if the citizen registers before the commencement of his/her age group batch, the registrant will only receive the payment at the same time together with other registrants of the same age group. The registrant will not receive the payment sooner by registering earlier. 
  • For citizens who have missed the batching arrangements, they can register at any time on or before 31 Dec 2021.
  • If the registrant is not yet 18 years old on the registration date but he/she will be 18 years old on or before 31 Mar 2021, the registration will only be processed after he/she fulfils the eligibility. The registrant does not need to register again.
