Application procedures for the Guangdong Scheme / Fujian Scheme

If an applicant has been medically certified to be unfit to make a statement on his/her own, an appointee will be appointed by the Director of Social Welfare to act on his/her behalf.  Please contact Social Security Field Units (Guangdong Scheme and Fujian Scheme) for details.
 

Documents required

Please return the completed application form together with the following supporting documents:

  1. 2 recent photos of the applicant; 
  2. Photocopies of any documents confirming the applicant’s identity, age, residence in Hong Kong (e.g. Hong Kong Identity Card, Birth Certificate, etc.) and residential address in Guangdong (only applicable to Guangdong Scheme)/ Fujian (only applicable to Fujian Scheme) (e.g. rental receipts, utilities bills, etc.);
  3. Document of the applicant's Hong Kong bank account (e.g. first page of bank account passbook, bank statement, etc.) (must clearly show the name of the applicant and account number; only sole account is acceptable for the purpose of payment of allowance, joint account is not applicable); and 
  4. For applicants who reside in Guangdong (only applicable to Guangdong Scheme)/Fujian (only applicable to Fujian Scheme) and are unfit to travel to Hong Kong for the application, a copy of the proof issued by a local public hospital/ clinic. 
Application procedures
  • Applicants should return the completed application form together with photocopies of relevant supporting documents to the Social Security Field Unit (Guangdong Scheme and Fujian Scheme) (Address: Unit 2110-2111, 21/F, Landmark North, 39 Lung Sum Avenue, Sheung Shui, Hong Kong) by post or in person.
  • As soon as an application is received, SWD will make arrangements for an interview with the applicant at the Social Security Field Unit (Guangdong Scheme and Fujian Scheme) and complete the application procedures accordingly. Applicants must complete the application procedures in person in Hong Kong. 
  • To ensure effective handling of applications, the Department will make prior appointment for an interview with the applicant.  There is no need to rush to the Social Security Field Unit (GD and Fujian Scheme).  Applicants should return the completed application form together with photocopies of relevant supporting documents to the Social Security Field Unit (GD Scheme and Fujian Scheme) by post.  In this way, the application process may be shortened and save applicants from having to approach the field unit for a number of times.  As soon as an application is received, the Department will make arrangements for an interview with the applicant.
     
Notification of result of application, payment method and permissible limits of absence from Guangdong / Fujian during receipt of assistance
  • After completion of investigation, a formal notification letter will be sent to the applicant informing the applicant of the application result.
  • Guangdong Scheme / Fujian Scheme allowance payment will be calculated from the date of receipt of the application by SWD (or the date of application or referral if the application is referred by another organization), or the date of eligibility, whichever is the later. The payment is usually credited to the applicant’s/ appointee’s designated Hong Kong bank account once a month.
  • Where a recipient of Guangdong Scheme / Fujian Scheme has resided in Guangdong (only applicable to Guangdong Scheme) / Fujian (only applicable to Fujian Scheme) for not less than 60 days in a payment year, his/her temporary absences from the province concerned (i.e. leaving Guangdong / Fujian for other provinces on the Mainland, Hong Kong, Macau or overseas countries/territories) will not affect the payment of allowance on condition that the total number of days of absence in the year does not exceed 305 days (or 306 days in a leap year).  In other words, a Guangdong Scheme / Fujian Scheme recipient will be entitled to a full year allowance if he/she satisfies the minimum residence period of 60 days in Guangdong (only applicable to Guangdong Scheme) / Fujian (only applicable to Fujian Scheme) in a payment year.
  • If a Guangdong Scheme / Fujian Scheme recipient has resided in Guangdong (only applicable to Guangdong Scheme) / Fujian (only applicable to Fujian Scheme) for less than 60 days in a payment year, he/she is not entitled to any absence allowance in that year. In other words, he/she is eligible to receive allowance only for the periods during which he/she has resided in Guangdong (only applicable to Guangdong Scheme) / Fujian (only applicable to Fujian Scheme).
