Is it illegal for a full driving licence holder to drive a vehicle with a “P” plate displayed?

It is not illegal for a full driving licence holder to drive a vehicle with a “P” plate displayed.  However, this may cause confusion for the police when carrying out enforcement action, and inconvenience to other road users due to misunderstanding.

For example, when a full driving licence holder drives a vehicle displaying a “P” plate on the offside lane of expressways, the police may stop that vehicle for investigation (as vehicles with a “P” plate displayed are not allowed on the offside lane of expressways where there are 3 or more traffic lanes).  Therefore, Transport Department does not recommend full driving licence holders display a “P” plate on their vehicles.
