What are the new measures of HOS 2024?

1. Refine the Arrangements of Quota Allocation

• To provide applicants of different application categories a reasonable chance to purchase flats in different developments, the Housing Authority has decided to set the quota on a project-by-project basis according to the respective number of flats in individual new HOS developments.
• In each development, the quota for the Priority Newborns Scheme and the Priority Elderly Scheme is 40% of the number of flats of the development, and the quota for one-person applicants is 10% of the number of flats of the development.
• The order of priority for flat selection by eligible applicants will be determined by the application category, quota allocation and ballot results.

2. Families with Newborns Flat Selection Priority Scheme

• A quota of about 40% of the new flats to be offered for sale under HOS 2024 will be set for balloting and priority flat selection by those eligible applicants applying under the Priority Newborns Scheme and Priority Scheme for Families with Elderly Members.
• Family applicants with babies born on or after 25 October 2023, will be eligible if their babies are aged 3 or below on the closing date of the application of HOS 2024.

3. Online application - Opt to Receive Electronic Notification

• GFC holders/ White Form Applicants can opt to receive electronic notification in online applications, all related documents including “Income and Asset Declaration Form (IADF)” and flat selection notification (if any) will be sent by email.
• The applicants and family member(s) listed in the application form can fill in and sign the “IADF” and directly upload the required supporting documents via “iAM Smart+” account.
• If the applicant opts to receive electronic notification of related documents by email, please ensure that the email address is valid and check the email regularly. 
• Regardless of whether the online applicant opt to receive electronic notification or not, 2 emails will be sent after successful payment and online application:
  • The 1st acknowledgement email  - Payment Acknowledgement
  • The 2nd acknowledgement email - with Application Number

4. “iAM Smart+” to fill in and sign the “Income and Asset Declaration Form (IADF)”

• The applicants and family member(s) listed in the application form can fill in and sign the “IADF” and directly upload the required supporting documents via “iAM Smart+” account.
