Only Green Form applicants can apply for GSH. Eligibility Criteria for GSH2025:

Households of Public Rental Housing (PRH) units under the HA

(the date of commencement of their tenancies must be on or before the closing date of application (i.e. 20 May 2026))
  • tenants under conditional tenancies
  • tenants allocated PRH units through Express Flat Allocation Scheme within three years from the date of commencement of their tenancies (However, they shall apply HOS 2025 by using Green Form.  They will be treated as if they were White Form applicants in terms of flat selection priority and will be put under the White Form queue.)
  • monthly licensees of HA Transitional Rental Housing units
  • fixed-term licensees of the HA
  • Those who have purchased a flat or have obtained a loan or subsidies under the housing subsidised home ownership schemes

Households of Group A Rental Estates (Rental Estates) or Elderly Persons Flats under the Hong Kong Housing Society (HKHS)

(the date of commencement of their tenancies must be on or before the closing date of application (i.e. 20 May 2026))
  • households of HKHS’s Group B Rental Estates, Dedicated Rehousing Estates (DRE)
  • monthly licensees of HKHS’s Transitional Rental Housing units
  • fixed-term licensees of the HKHS
Holders of a valid “Green Form Certificate (GFC) – Applicable to Sale of Green Form Subsidised Home Ownership Scheme Flats Only” issued by the Housing Department (HD) / the Urban Renewal Authority (URA)/GFC – Only applicable to PRH additional rent payer under “Well-off Tenants Policies” who voluntarily moves out from PRH unit

Recipients of Rent Allowance for the Elderly Scheme (RAES) administered by the HA

(the recipients or any member of the family have not breached any clause of their Rent Allowance Agreement)

"Restrictions on Ownership of Domestic Property" of GSH 2025

Applicants and all family member(s) listed in the application form must fulfill the following requirements of restrictions on ownership of domestic property in Hong Kong (note):

  • For applications of Household of PRH unit(s) under the HA or Household of Rental Estate tenant(s) or Elderly Person Flats under the HKHS, the applicants and family member(s) listed in the application form, during the period from 24 months (i.e. 21 May 2024) preceding the closing date for submitting the application and up to the date of signing the Agreement for Sale and Purchase (ASP) for a flat under this sale exercise, should not own any domestic property in Hong Kong
  • GFC holders or RAES recipients are still subject to restrictions on ownership of domestic property of the relevant applications/ schemes (such as PRH applications). Up to the time of purchase of signing the ASP, should not own any domestic property in Hong Kong;

(Note) Domestic properties include any domestic property, uncompleted private domestic property, rooftop structures approved by the Buildings Department, domestic building lots and small house grants approved by the Lands Department in Hong Kong.
