Am I to receive an extra ballot number in HOS 2025? How does the HA determine the flat selection order for applicants with extra ballot number?

Applicants allocated with extra ballot number(s) 

1. An extra ballot number will be allocated to applicants of “HOS 2025” who failed to purchase a HOS flat in “HOS 2023” and “HOS 2024”, including those who were invited for flat selection but failed to purchase a flat eventually as well as those who did not get a chance for flat selection, on the basis that all such applications were made by the same applicant.
   (If any person who was not an applicant but just a family member listed in the application form in “HOS 2023” and “HOS 2024”, he/she will not be eligible for the extra ballot number. Moreover, extra ballot numbers will not be allocated to applicants whose applications were cancelled by HA in any of “HOS 2023” and “HOS 2024”.) 
2. Young family applicants and one-person applicants aged below 40 with White Form status opting to join “Youth Scheme (HOS)” will be allocated an extra ballot number. In addition to the eligibility criteria of application for HOS 2025, all family applicants and one-person applicants who opt to join the Youth Scheme (HOS) have to meet and comply with the following requirements: 
   • The person who opts to join the Youth Scheme (HOS) must be the applicant of this Scheme. The young applicant must have reached the age of 18 on the closing date of application and must be below the age of 40 on the commencement date of application (30 April 2026) of this Scheme (i.e.  born on or after 1 May 1986).
   • The young applicant must become an owner or a joint owner of the purchased flat (regardless of whether the adult family member listed in the application form is young people or not).  Except for permanent departure, death or other compassionate reasons recommended by the Director of Social Welfare, the name of the young applicant cannot be deleted from the record of owners kept by the HD and the HKHS in future. 
   • The Youth Scheme (HOS) is not applicable to those young family applicants with White Form status who join the “Priority Scheme for Families with Elderly Members” and/or Families with Newborns Flat Selection Priority Scheme”.

Applicants who fulfill (1) and (2) above will be allocated two extra ballot numbers. 
 

Flat selection order for applicants with extra ballot number

• The HA will conduct a ballot to determine the sequence of the last two digits of application numbers and extra ballot number (if any) held by applicants. Based on the ballot result, the HA will randomly generate the order of all applicants by the last two digits within different application categories by computer.
• The flat selection order for applicants with extra ballot numbers will be determined by the ballot number with higher priority according to the ballot results.
