How to apply for Private Driving Instructor's Licence? What is the ballot and driving test arrangement afterwards?

Application Period
From 9 am on 11 May 2026 until 5 pm on 29 May 2026.

How to Submit Application

Applicants can submit an online application form through the designated online platform using an “iAM Smart+” account with digital signing function or a valid digital certificate.
Upon receipt of the application, the Transport Department (TD) will send SMS by the registered sender ID "#TDDSS" to the applicants via the phone number provided on the application form and inform them of their application number.

Guidance Notes

Applicants can download the "Applicant's Guide" for each group and quota from the TD's website.

Fees

Submission of the application form is free of charge.
Applicants who are invited to take the test will be required to pay a test fee of HK$510 by the method and before the date specified in the invitation letter, and obtain the appointment letter for the test. The fee paid will not be refunded whether the applicants pass or fail in any parts of the test, or fail to show up as scheduled for any parts of the test, or withdraw the application before/during any parts of the test.
The fee for the issue of private driving instructor’s licence is HK$760.

The quotas for each group are tabulated below:

Ballot Results

The balloting of Private Driving Instructors' Test (2026) applications was completed on 19 June 2026. The ballot results has been uploaded to the TD's website [Public Services > Licences & Permits > Driving Test > Private Driving Instructors].
SMS under the registered sender ID "#TDDSS" will be sent to applicants with their ballot order number.

Driving Instructor's Test

Expected to commence as early as July.
The TD will verify applicants' eligibility according to the ballot sequence and inform eligible applicants by post in batches to take the driving instructor's test.
Ineligible applicants will be notified in writing.
If all licences are issued, the remaining applications will not be processed.
