What are the eligibility criteria for Senior Citizen Card? How to apply?

The Senior Citizen Card issued by the Social Welfare Department (SWD) provides a generally recognized proof of age to elders to facilitate their access to concessions, discounts or priority services offered by Government departments, public companies, and private and commercial establishments.

 

Eligibility Criteria

  • Hong Kong residents aged 65 or above (according to the date of birth) are eligible to apply.
  •  Applicants who will reach 65 years old (according to the date of birth) in the coming 60 days, could send their applications to Senior Citizen Card Office (SCCO) by mail. The application will be processed and the card will be sent to the applicant by mail 2 working days before the applicant's birthday.

Documents Required

  1.  A completed application form (Mar 2024 version) (word);

  2. A recent full-faced colour photograph, taken within the past 6 months, with a plain background, the size is about 38 x 50mm; and

  3. HK Smart Identity Card (please provide a copy of the HK Smart Identity Card for application by post).

 

Validity Period and Charges

  • There is no validity period for the Senior Citizen Card and is not necessary to be renewed every year.
  • First Application: Free of charge
  • Replacement Application: Replacement fee $25

 

Application Procedures (First/ Replacement)

First Application

Applicants could submit the completed application form and required documents in the following methods:

  1. Online Application ; or
  2. Application by mail: send the required documents to the SCCO; or
  3. Apply in person: Applicant can bring along the required documents to the SCCO during office hours. If the application is submitted by the applicant's relative/friend in person, the authorized person is required to provide his/her information of identity for registration and record.

     

Application for Replacement

Applicants could submit the completed application form, the required documents and the $25 replacement fee through the following methods:

  1. Online Application (Online payment by Credit Cards (including VISA, MasterCard, JCB and China UnionPay) or FPS are accepted); or
  2. Application by mail: send the required documents to the SCCO (please attach crossed cheque/cashier order payable to “The Government of Hong Kong Special Administrative Region”. Cash by mail will not be accepted.); or

  3. Apply in person: Submit the application in person or on behalf of a relative or friend at the SCCO or the designated office for Senior Citizen Card replacement payment (If the application is submitted by the applicant's relative/friend in person, the authorized person is required to provide his/her information of identity for registration and record);  the SCCO will process the application and send the Card to the applicant by mail within 7 working days after receiving the application from the Designated office for Senior Citizen Card replacement payment.

  • Opening hours: Monday to Friday 8:45 am to 1:00 pm and 2:00 pm to 6:00 pm.
                               Closed on Saturdays, Sundays and Public Holidays

 In case of inclement weather or service adjustments due to special circumstances, the opening hours may be changed. Please refer to the departmental website.

 

Processing Time

  • Online Application: the Card will be sent to the applicant by mail within 7 working days after receiving the application.
  •  Application by mail:
    • Applicant who reach 65 years old: the Card will be sent to the applicant by mail within 7 working days after receiving the application.
    • Applicant who will reach 65 years old within 60 days: the office will keep the application and send the Card to the applicant by mail on 2 working days before the applicant's birthday or within 7 working days after receiving the application (whichever is the later).
  • Apply in person: the applicant will receive the Card within the day.
