What is the ballot mechanism for HOS 2025 & GSH 2025? How will the Housing Authority determine applicants' priority for flat selection?
Hong Kong Housing Authority & Housing DepartmentThe flat selection order for HOS 2025 & GSH 2025 is first determined by the category of the applicants and then the ballot results on the ordering of the applicants within the same category.
Flat selection order of different categories of applicants

(Note 1) For HOS 2025, Ordinary Green Form (GF) and White Form (WF) family applicants will select flats according to the relevant quota allocation ratio. For WF families, nuclear families can select flat prior to non-nuclear families.
(Note 2) For HOS 2025, Ordinary GF and WF one-person applicants will select flats according to the relevant quota allocation ratio.
Flat selection order within the same category of applicants
- The HA will conduct a ballot to determine the sequence of the last two digits ("00" to "99") of application numbers and extra ballot number (if any) held by applicants. Based on the ballot result, the HA will randomly generate the order of all applicants by the last two digits within different application categories by computer.
- The flat selection order for applicants with extra ballot number(s) will be determined by the ballot number with higher priority according to the ballot results.
- Example: For an GSH applicant with application number "Gxxxx12" and extra ballot number "Rxxxx34", if the ordering of "12" and "34" in the balloting is "20" and "39" respectively, the HA will determine the applicant's flat selection order by "12".
- During the flat selection period of HOS 2025, for every 2 attending applicants, their order of flat selection priority will be: (i) one Green Form applicant; and (ii) one White Form applicant.
