Am I eligible to apply Express Flat Allocation Scheme (2026)-cum-Resale of Green Form Subsidised Home Ownership Scheme Flats and Recovered Tenants Purchase Scheme Flats?
Hong Kong Housing Authority & Housing DepartmentExpress Flat Allocation Scheme (2026)-cum-Resale of Green Form Subsidised Home Ownership Scheme Flats and Recovered Tenants Purchase Scheme Flats has been launched. The application period is between 3 July to 16 July 2026. The application is free of charge. The HD will issue application form together with invitation letter to target applicants. Flat selection is expected to commence in the third quarter of 2026.
The eligibility criteria of the EFAS (2026) are
Applicants must fulfil all of the following eligibility criteria:
- Holding valid PRH application (i.e. not being frozen or ineligible)
- Registration date requirement: PRH registration date or G-number equivalent date (if any) falling on or before 31 March 2025
Note:
- whose PRH application number is G1504227/ U0540385 or earlier,
- G-number equivalent date will be adopted if there is one in the application
- Residence requirement: with at least half of the family members included in the application having lived in Hong Kong for seven years, and
- holding a valid chance of PRH flat allocation.

Additional requirements for joining “Resale Exercise” (Resale GSH Flats or Recovered TPS Flats)
Applicants and all family member(s) must fulfil the following eligibility criteria in addition to the above eligibility criteria:
- Restriction on Property Ownership: Should not own any domestic property in Hong Kong starting from 17 July 2024 (during the period from 24 months preceding the closing date for submitting the application for this “Resale Exercise” ) and up to the date of signing the Agreement for Sale and Purchase under this “Resale Exercise” (including owned, co-owned or owned through a company).
- Marital Status: If the applicant and/or family member(s) are undergoing divorce proceedings, a Certificate of Decree Absolute (Divorce) must be granted by the court.
- Restriction on Subsidised Ownership Schemes: Those who have purchased a flat or have obtained a loan or subsidies under subsidised home ownership schemes, as well as their spouses are not eligible to apply.
