Eligibility Criteria
Only Green Form applicants can apply for GSH. Green form applicants include – 

  1. Tenants of the Hong Kong Housing Authority (HA) Public Rental Housing (PRH) or the Hong Kong Housing Society (HS) Group A Rental Estates or Elderly Persons Flats;
    • The following tenants are ineligible to apply for GSH 2023:
      • Tenants allocated PRH units through the Express Flat Allocation Scheme (EFAS) within 3 years from the commencement of their tenancies;
      • Tenants under conditional tenancies;
      • Tenants issued with Notice-to-Quit to terminate the tenancy/ licence;
      • Tenants who have accrued 16 or more valid points under the Marking Scheme for Estate Management Enforcement in Public Housing Estates; 
      • Tenants in breach of any clause of the tenancy agreement of their PRH;
      • Monthly licencees of HA or HS Transitional Rental Housing Units or fixed-term licensees; or
      • Households of HS’s Group B Rental Estates
  2. Holders of valid “Green Form Certificate – Applicable to Sale of Green Form Subsidised Home Ownership Scheme Flats Only” issued by the Housing Department (HD)/ Urban Renewal Authority;
  3. Recipients of Rent Allowance for the Elderly Scheme (RAES)
    • Provided that the RAES recipients or any family member have not breached any clause of their Rent Allowance Agreement

 

Income and Asset Limits
Details of the income and asset limits of GSH 2023 are listed below -

  • Must not exceed PRH Income & Total Net Asset Limits.
  1. Recipient of RAES administered by HA and his/her family member(s)
  • Must not exceed PRH Income & Total Net Asset Limits.
  • Please approach Rent Allowance for the Elderly Scheme dedicated team directly for enquiries.
  1. Applicants under the "Civil Servant Public Housing Quota" 
  • Must fulfill the salary point requirement.
  • Please approach Registration and Civil Service Unit directly for enquiries.

Note: All applicants and family members listed on the application form must fulfill the restriction of not owning any Hong Kong domestic property.  Neither the applicant nor any member of the family listed in the application form has, during the period from 24 months preceding the closing date for submitting the application and up to the time of purchase of signing the Agreement for Sale and Purchase (ASP) for a flat under the current sale exercise:

(a) owned or co-owned any domestic property in Hong Kong or any interest in such kind of property; or

(b) entered into any agreement (including preliminary agreement) to purchase any domestic property in Hong Kong; or

(c) owned more than 50% of the shares in a company which directly or through a subsidiary company owned any domestic property in Hong Kong; or

(d) been a beneficiary of the estate of any deceased person which includes any domestic property or land in Hong Kong; or

(e) assigned any domestic properties in Hong Kong or any interest in such properties in Hong Kong (the date of assignment means the date of execution of the Deed of Assignment); or

(f) withdrawn from any company which owned any domestic property in Hong Kong in which the applicant/ family member(s) owned more than 50% of the shares.

Domestic properties include any domestic property, uncompleted private domestic property, rooftop structures approved by the Building Authority, domestic building lots and small house grants approved by the Lands Department in Hong Kong.
