How to submit HOS 2023 / WSM 2023 application?

Housing Authority only accepts applications of the HOS 2023 / WSM 2023 from 31 Jul to 14 Aug 2023.

Closing time of application

1. Online application

Online application closing time is 7 p.m. on 14 August 2023.
Applicants must complete the application and payment before the closing time. The closing time will be in accordance with the Application System.

2. Submit in person

The deadline for submission to the Collection Box located at the HA Customer Service Centre in Lok Fu is 7 p.m. on 14 Aug 2023;
The deadline for submission to Estate Offices/ District Tenancy Management Offices is on 14 Aug 2023. The closing time is determined based on the office hours of each individual office.

3. Submit by post

The deadline is 14 Aug 2023. The Hong Kong postmark date must be within the application period.

Submission methods

1. Online application

Applicants can submit online applications on the website of HOS 2023 or WSM 2023.
No need to provide any supporting documents when submitting the online application.

2. Submit in person or by post

Applicants of HOS 2023 (White Form) and/or WSM 2023

Submit in person or by post to HOS Sales Unit/WSM Unit collection box:
Address: Podium Level 1, Hong Kong Housing Authority Customer Service Centre, 3 Wang Tau Hom South Road, Kowloon (near Exit A, Lok Fu MTR Station)
Office hours of the collection box during the application period: Monday to Sunday (including Public Holidays) 8 a.m. to 7 p.m.

Applicants of HOS 2023 (Green Form)

Must submit within the application period to the following offices:

Applicants who are residing in Public Rental Housing units	They are required to submit the completed application forms to their respective Estate Offices / District Tenancy Management Offices during office hours for verification of eligibility. The Estate Offices/ District Tenancy Management Offices will forward the verified and endorsed application forms, together with the crossed cheques or cashier’s orders for payment of the application fee, to the HOS Sales Unit.
Applicants who are residing in Rental Estates or Elderly Persons Flats of the Hong Kong Housing Society	They are required to submit the completed application forms to their respective Rental Estate Offices during office hours for verification of eligibility. The Estate Offices will forward the verified and endorsed application forms, together with the crossed cheques or cashier’s orders for payment of the application fee, to the HOS Sales Unit.
Applicants holding valid “Green Form Certificates (GFCs) - Applicable to Sale of Home Ownership Scheme Flats Only”	The completed application forms and a crossed cheque or cashier’s order for payment of the application fee, together with the original copy of the “GFC - Applicable to Sale of Home Ownership Scheme Flats Only”, should be submitted by post or by hand during the above specified office hours to the HOS Sales Unit. [Note: Proofs for income, asset value and family member’s relationship are NOT required at the time of submitting this application form. Please keep details of your income and breakdown of assets to substantiate your declared income and assets for the HA's further vetting in future if required. The HA will, according to the random order generated by computer from ballot result, notify the applicant and family member(s) listed in application form who have higher priority in writing to submit relevant documents within a specified period of time for detailed vetting.]
Recipients of Rent Allowance for the Elderly Scheme	The completed application forms, together with a crossed cheque or cashier’s order for payment of the application fee, should be submitted during office hours to the Rent Allowance for the Elderly Scheme dedicated team at Applications Sub-section, Podium Level 2, Hong Kong Housing Authority Customer Service Centre, 3 Wang Tau Hom South Road, Kowloon. Office Hours: Monday to Friday: 8:45 am to 6 pm (except Public Holiday); Saturday, Sunday and Public Holiday: closed

Documents to be submitted (Only applicable to submit in person or by post)

Original of the completed application form;
Cheque or cashier’s order for payment of the relevant application fee;
- HK$270 (HOS 2023) / HK$230 (WSM 2023) / HK$500 (for applying both HOS 2023 and WSM 2023)
- Payable to "Hong Kong Housing Authority"
- The identity card number and contact number of the applicant are written on the back
- Cheque can be issued by any person other than the applicant
- Post-dated or dated more than 6 months ago is not accepted
- ONE cheque or cashier’s order must be used for submitting the application fee if the applicants apply for both HOS 2023 and WSM 2023
Copies of Hong Kong identity documents of all persons listed in the application form; AND
Original copy of a “Green Form Certificate - Applicable to Sale of Home Ownership Scheme Flats Only” (if applicable).

Note:

HA will, according to the random order generated from ballot results by computer, invite the prioritised applicants and family member(s) to submit an “Income and Asset Declaration Form” and other supporting documents (e.g. relationship, income and asset proof).
