The collection development of the Hong Kong Public Libraries (HKPL) aims to develop a library stock that meets the community's needs for information and research, to support lifelong learning, continuous education and well use of leisure time, and to promote local literary arts. The following are key factors in assessing needs and interests of users and anticipating demand:

  1. usage statistics;
  2. suggestions for purchase from the public;
  3. reader surveys;
  4. district profiles;
  5. events that may generate new reading interests; and
  6. local and international bestseller lists.

The selection of library materials is performed by professionally trained library staff of the HKPL.  The library welcomes suggestions for purchase from members of the public and professional bodies.  Suggestions for purchase will be considered in accordance with the prevailing collection development strategies, and subject to the final endorsement of the Collection Development Board.
