A. Streamline application arrangement
To streamline application procedures and for the convenience of White Form (WF) and Green Form (GF) applicants, HOS 2025 and GSH 2025 will be launched together with WSM 2025.
- WF applicants may apply for HOS 2025 only, WSM 2025 only, or both HOS 2025 and WSM 2025.
GF applicants may apply for HOS 2025 only, GSH 2025 only, or both HOS 2025 and GSH 2025.

2. Each WF and GF applicant may apply for two schemes in one application form. Three separate balloting will be conducted to determine the priority for flat selection for HOS 2025 and GSH 2025 and the allocation of quotas under WSM 2025 on same day.
B. Allocation of extra ballot number(s)
- Young family applicants and one-person applicants aged below 40 with White Form status opting to join “Youth Scheme (HOS)” will be allocated an extra ballot number.
- An extra ballot number will be allocated to applicants who failed to purchase a HOS flat in the last two consecutive HOS sale exercises (i.e. “HOS 2023” and “HOS 2024”), including those who were invited for flat selection but failed to purchase a flat eventually as well as those who did not get a chance for flat selection, on the basis that all such applications were made by the same applicant.
C. Adjust the Allocation Ratio and Quota between Green Form & White Form
The Hong Kong Housing Authority will increase the quota allocation ratio between the Green Form and the White Form from 40:60 to 50:50 starting from the HOS 2025, and at the same time increase the ratio of larger flats in HOS and GSH projects to encourage more Public Rental Housing tenants to purchase subsidised sale flats.
D. Shorten the alienation restriction period of new flats to 10 years
Starting from the HOS 2025 , the HA will shorten the alienation restriction period of new SSFs put up for sale in the open market, from 15 years to 10 years from the date of the first assignment.
