What is electronic driving licence (eDL) ?
Transport DepartmentThe Transport Department has introduced the electronic driving licence (eDL) starting from 15 September 2025. eDL is an electronic version of the driving licence (DL) obtained and displayed through the eDL mobile app. DL holders can choose to display their eDLs in the place of a physical DL to fulfil the relevant statutory requirements of carrying or producing a DL for examination by authorised officers at the time of driving. eDL is an additional and optional form of DL. All motorists are still required to apply for and renew the physical DL.

Who can use eDL
Holders of the following DL can use eDL:
- Full Driving Licence (Valid or expired no more than 3 years)
- Learner’s Driving Licence (Only shows Valid)
- Probationary Driving Licence (Valid or expired no more than 3 years)
- Temporary Driving Licence (Only shows Valid)
- Driving Instructor’s Licence (Valid or expired not more than 3 years)
How to display the eDL on smartphone
- There is no need to making application to the TD separately or paying any additional fee for the eDL.
- Steps to diplay eDL:
(i) Scan the QR code below by smartphone to free download the eDL mobile app
(SupportApple (IOS), Android and Harmony operating system. The eDL mobile app currently supports smartphones only and it cannot be installed and used on tablets.); and
(ii) complete the identity authentication by means of the followings:
- Hong Kong Identity (ID) Card holders have to log in via their iAM Smart accounts
- non-Hong Kong ID Card holders can log in via their e-Licensing Portal (e-LP) accounts.
Biometric authentication can be enabled after first login. DL holders who do not have the relevant account must first register successfully in order to use eDL.
- If you need to change your smartphone, the eDL can be obtained by downloading the mobile app again and log in to the system for identity authentication.
Points to note when using eDL
- The smartphone must be connected to the Internet service.
- When motorists are requested to produce DLs, DL holders choose to display eDL in the place of physical DL must open the eDL mobile app to obtain real-time data of his/her eDL. Present a screen capture of the eDL does not fulfill the relevant statutory requirements.
- Each smartphone can only be used for logging in to one eDL at a time and each eDL can only be displayed on one smartphone at one time.
- For DL holders who hold a driving instructor’s licence at the same time, they only have to log in to the eDL mobile app once and then swipe left on the “Licence” page to display the electronic driving instructor’s licence.
