If I purchase alternative smoking products (e.g. e-cigarette, heatstick and herbal cigarette) (ASPs) online and have they mailed to my home, would that be considered as importing ASPs?

Tobacco and Alcohol Control Office, Department of Health

The current legislation prohibits any person from importing alternative smoking products (ASPs) (e.g. e-cigarette, heatstick and herbal cigarette). Cross-boundary parcel delivery of ASP that was purchased online will be considered import by the person who made the purchase.
