Transport DepartmentThe Transport Department has 4 Licensing Offices in total and you may visit any one of them to apply for the International Driving Permit, apply or renew the full driving licence.
Note: application for direct issue of full Hong Kong driving licence without taking a driving test can only be performed in Hong Kong Licensing Office.

- You can make an online appointment or call
to reserve timeslots for the renewal of full driving license/ vehicle license, retention/assignment of vehicle registration mark, transfer of ownership of a vehicle and application of the IDP to save time.3763 8080 - The Transport Department has implemented the queue ticketing system for driving licensing related services at four Licensing Offices. For driving licensing services, international driving permit applications and driving test applications processing over the counter, if no prior appointment has been made online or by phone, applicants are required to obtain a same-day queue ticket on-site before using the counter services. Same-day queue tickets are distributed at 9am in the morning and 2pm in the afternoon on each working day. Vehicle licensing related services are not affected.
In case of inclement weather or service adjustments due to special circumstances, the opening hours may be changed. Please refer to the departmental website and the latest press releases.
