Application procedures of 2019/20 KCFRS

How to obtain the form

  1. For families (a) who have submitted their 2018/19 Eligibility Certificates (ECs) (financial assistance for primary and secondary students) to SFO or (b) who have been disbursed with financial assistance for primary and secondary students and financial assistance for pre-primary students (if applicable) on or before 1 March 2019:
    • The SFO has arranged to issue pre-printed "Household Application Form for Student Financial Assistance Schemes" for 2019/20 by batches from late-March 2019
  2. For families who have been disbursed with financial assistance for pre-primary students on or before 1 May2019 (excluding (a) those who have submitted application but was not qualified or (b) those who have been disbursed with 2018/19 financial assistance for primary and secondary students on or before 1 March 2019):
    • Be provided with pre-printed "Household Application Form for Student Financial Assistance Schemes" for 2018/19 in late May 2019
  3. For (a) first-time applicants in 2019/20 school year or (b) those who have not received pre-print from,
    • Applicants can obtain the following application documents from the kindergartens/child care centres that their children are attending or the SFO ( please click here for address and opening hours):
      • "Household Application Form for Student Financial Assistance Schemes" (SFO7B);
      • "Guidance Notes on Household Application for Student Financial Assistance Schemes" (SFO75B(1));
      • "Notes on How to Complete and Return Household Application Form” (SFO75B(2));
      • School Certificate (Kindergarten and Child Care Centre Fee Remission) (SFO288E);
      • Notes on How to Complete and Return “School Certificate” (SC) (SFO293E)
      • "Cover Sheet for Supporting Documents" (SFO108);
      • Addressed envelope for submission of application (SFO182); and
      • (only applicable to fee remission application from children aged between 0 and 3 attending whole-day child care centre or kindergarten-cum-child care)  "Social Needs" Assessment Form for Kindergarten and Child Care Centre Fee Remission (SFO235A).
         

Documents required

  1. Copy of identity documents of
    • First-time applicants or those who have not received pre-print from: applicant and his/her family members reported in the application form;
    • Others: new family member(s) or those with pre-printed data amended;
  2. Copy of documentary income proof in the assessment period (1 April 2018 to 31 March 2019) of applicant and his/her family members reported in the application form;
  3. [If dependent parent(s) reported] copy of identity documents of the dependent parent(s);
  4. [If student-applicant will receive whole-day care services in child care centres in 2019/20 school year] copy of supporting documents for Social Needs assessment;
  5. [For single-parent families]
    • Divorced/ separated: copy of supporting documents for separation/ divorce;
    • Widowed: copy of spouse's Death Certificate;
    • If applicant is unable to provide the supporting documents, please submit the original of written explanatory note with the reasons and signature;
  6. [If applicant wishes to deduct medical expenses from income] Copy of documentary proof on unavoidable medical expenses for family member(s) who is/ are chronically ill or permanently incapacitated for the period from 1 April 2018 to 31 March 2019; and 
  7. [If applicant and student-applicant is not of parent-child relationship] Original of written explanation with reason and copy of supporting documents.
     

Method of submission

  1. Applicants should submit the completed "Household Application Form for Student Financial Assistance Schemes" and "Social Needs" Assessment Form for Kindergarten and Child Care Centre Fee Remission (if applicable), together with documentary evidence required to the SFO direct for processing. 
  2. Starting from the 2019/20 school year, other than submitting the paper-based Household Application Form for Student Financial Assistance Scheme (SFO7B) and copies of relevant supporting documents by post, applicants may choose to complete and submit the electronic application form (SFO7B(E)) and copies of relevant supporting documents online.

 

Submission deadline

  • Fresh applications should be made every year.
  • New application for the 2019/20 school year starts on 1 August 2019.
  • Applications have to reach the SFO not later than 15 August 2020


Notification of result

  1. For applicants who received pre-printed forms in late-March/April 2019
    • If applicants submitting applications by 31 May 2019 have provided all necessary information with supporting documents and can pass the means test, the SFO will issue the notification of result with level of assistance as well as the student-based School Certificates (SCs) to eligible families in August 2019.  
    • If (1) confirming that the eligible student-applicant is going to transfer to another school in the 2019/20 school year, or (2) the eligible student-applicant was not disbursed with 2018/19 KCFRS financial assistance, applicant must submit the SC to the new school (applicable to (1)) or attending school (applicable to (2)) by 31 August 2019 for processing.  The SFO will arrange disbursement of fee remission to the successful applicants through the schools concerned by batches starting from end September 2019.
  2. For applicants who received pre-printed forms in May 2019
    • If applicants submitting applications by 30 June 2019 have provided all necessary information with supporting documents and can pass the means test, the SFO will issue the notification of result with level of assistance as well as the student-based School Certificates (SCs) to eligible families in August 2019. 
    • If (1) confirming that the eligible student-applicant is going to transfer to another school in the 2019/20 school year, or (2) the eligible student-applicant was not disbursed with 2018/19 KCFRS financial assistance, applicant must submit the SC to the new school (applicable to (1)) or attending school (applicable to (2)) by 31 August 2019 for processing.  The SFO will arrange disbursement of fee remission to the successful applicants through the schools concerned by batches starting from end September 2019.
  3. For new applicants or those who have not received pre-printed forms
    • Upon receipt of all necessary information with supporting documents, the SFO will issue the notification of result in two months. Within two weeks from the issue of result notification, the SFO will arrange disbursement of fee remission to the successful applicants through the schools concerned.
