What are the differences in the qualifications for “Public Quota” and “Driving Instructor Quota” of Private Driving Instructors’ Licence?

Private driving instructors are divided into three groups, with each group having both quota for the public (known as “Public Quota”) and quota for specified person (known as “Driving Instructor Quota”).

Applicant's Qualifications for Public Quota

1. is the holder of a valid full driving licence to drive private car and light goods vehicle (Vehicle Classification Code 1 and 2) and has held these driving licence for a period of at least 6 years immediately before the date of application ^(note); and
2. is the holder of a valid full driving licence to drive public/private light bus and public/private bus (Vehicle Classification Code 4, 5, 9 and 10) (for applying Group 2 Private Driving Instructors' Licence only), or is the holder of a valid full driving licence to drive medium goods vehicle, heavy goods vehicle and articulated vehicle (Vehicle Classification Code 18, 19 and 20) (for applying Group 3 Private Driving Instructors' Licence only) and has held these driving licences for a period of at least 3 years immediately before the date of application ^(note); and
3. has not been convicted of any offence under section 36, 36A, 37, 39, 39A, 39B, 39C, 39J, 39K, 39L, 39O(1) or 39S of the Road Traffic Ordinance (Cap. 374) during the 5 years immediately before the date of application ^(note); and
4. has not been convicted of an offence under section 38 of the Road Traffic Ordinance (Cap. 374) during the 2 years immediately before the date of application ^(note); and
5. is the holder of a Hong Kong Permanent Identity Card; or the holder of a Hong Kong Identity Card (other than a Hong Kong Permanent Identity Card) and is not subject to any condition of stay (other than a limit of stay as defined under section 2(1) of the Immigration Ordinance (Cap. 115)).

Applicant's Qualifications for Driving Instructor Quota
Any person who meets the qualifications set out in (i) - (v) above and the following requirements will be eligible to apply for Driving Instructor Quota:

6. is the holder of a valid Private Driving Instructors' Licence for the following Groups:

   Group of Applicants	Private Driving Instructors' Licence
   Applying Group 1 (Private Cars and Light Goods Vehicles) Private Driving Instructors' Licence	Holding Group 2 and/or Group 3 licence
   Applying Group 2 (Public/Private Light Bus and Public/Private Bus) Private Driving Instructors' Licence	Holding Group 1 and/or Group 3 licence
   Applying Group 3 (Medium Goods Vehicle, Heavy Goods Vehicle and Articulated Vehicle) Private Driving Instructors' Licence	Holding Group 1 and/or Group 2 licence

   and/or

7. is the holder of a valid Group 1, Group 2 and/or Group 3 Restricted Driving Instructors' Licence for giving driving instruction on behalf of a designated driving school or franchised bus company; and/or
8. has previously held a Group 1, Group 2 and/or Group 3 Restricted Driving Instructors' Licence for giving driving instruction on behalf of a designated driving school or franchised bus company within 3 years immediately before the date of application ^(note).
