How is the "$2 Flat Rate or 80 Per cent Off" fare calculated?
Transport DepartmentBeneficiaries of the $2 Scheme can travel on designated public transport modes and services at a concessionary fare (note 1). With effect from April 3, 2026, $2 Scheme changes from a flat $2 fare per trip to "$2 Flat Rate or 80 Per cent Off". Calculation of the fares under "$2 Flat Rate or 80 Per cent Off” is as follows:

Note 1: If individual transport routes have different adult fares (such as resident/ non-resident fares, holiday/ non-holiday fares, etc.), the "$2 Flat Rate or 80 Per cent Off" fare under the $2 Scheme will be calculated based on the fares that applies.
Note 2: The "20%" of the fare will be rounded off to the nearest 10 cents.
Note 3: If the interchange journeys are covered under the $2 Scheme, the fare for the subsequent legs will be calculated based on the fares by deducting any interchange concessions offered by the operators while applying the "$2 Flat Rate or 80 Per cent Off" principle. For interchange arrangements and fare details, please contact the operators.
Points to Note
- Beneficiaries must use designated Octopus to enjoy the above concessions:
- JoyYou Card: applicable to Hong Kong residents aged 60 or above
- Personalised Octopus with "Persons with Disabilities Status": applicable to eligible persons with disabilities aged below 60
- If the original fare for a journey is below $2, beneficiaries only need to pay the original fare.
- "$2 Flat Rate or 80 Per cent Off" concession is applicable to interchange journeys. Please refer to Example (2).
- For calculation of fares with front-part-journey section fares offered, please refer to Example (3).
- Franchised bus routes (except New Lantao Bus) : please tap the JoyYou Card or designated Octopus when boarding to pay the "$2 Flat Rate or 80 Per cent Off" fare, as calculated based on the adult fare displayed on the Octopus reader. When alighting, they need to tap the same designated Octopus again at the Octopus Reader on the bus before alighting or at the validator located at bus stop after alighting in order to receive the front-part-journey section fare rebate.
- New Lantao Bus and Green minibus routes: please inform the drivers of their alighting locations upon boarding so that the drivers can adjust the Octopus readers before they tap the Octopus.
