What is the $2 Scheme? How to Enjoy the Concession?
Transport DepartmentThe Government Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities (the $2 Scheme) enable beneficiaries to travel on designated public transport modes and services at a concessionary fare of $2 per trip. Target beneficiaries of the Scheme includes:
- Hong Kong residents aged 60 or above
- Eligible persons with disabilities aged below 60:
- recipients under the Comprehensive Social Security Assistance (CSSA) Scheme with 100 % disabilities
- recipeints of Disability Allowance (DA)
With effect from April 3, 2026, $2 Scheme changes from a flat $2 fare per trip to "$2 Flat Rate or 80 Per cent Off". Please click here for details.
Note: The Scheme is not applicable to fares paid in cash, Anonymous Elder Octopus and Ordinary Personalised Octopus. If the fare applicable for beneficiaries is below $2, beneficiaries only need to pay that fare.
How to Enjoy the Concession
Hong Kong residents aged 60 or above
Must use a JoyYou Card
Eligible persons with disabilities (aged below 60)
Must use Personalised Octopus with "Persons with Disabilities Status" printed with a photo
Ways to obtain application forms for the Personalised Octopus with "Persons with Disabilities Status" are as follows:
- Upon approval of application or renewal of the CSSA Scheme and DA, the Social Welfare Department (SWD) will mail a pre-verified application form for Personalised Octopus with "Persons with Disabilities Status" to the eligible beneficiaries, their parents or guardians, as appropriate.
- The above eligible persons with disabilities who have not received the pre-verified application form for Personalised Octopus with “Persons with Disabilities Status” from SWD for whatever reason can apply for reissuance from the respective Social Security Field Unit of SWD, or obtain a blank application form at MTR Customer Service Centres (note).
- (Note) Except Airport Express stations, Lo Wu, Lok Ma Chau, Racecourse, Disneyland Resort, Sunny Bay, Wong Chuk Hang, Lei Tung, South Horizons, Hin Keng, Kai Tak, Sung Wong Toi and To Kwa Wan stations
- Please read carefully the application submission procedures and the Notes to All Applicants on the back of the form for completion and return it to the MTR Corporation limited for processing.

Eligible persons with disabilities (aged 60 or above)
Should apply for and use JoyYou Card to continue to enjoy the concession.
Please note: There is an expiry date for the "Persons with Disabilities Status" encoded on the Personalised Octopus of eligible persons with disabilities. There is no need to apply for renewal of the "Persons with Disabilities Status" after switching to a JoyYou Card.
