Why do applicants need to select the district(s) and flat type(s) which they are interested to select on the application form of "EFAS" (2026)?

Hong Kong Housing Authority & Housing Department

The flat district(s) selected on the application form of “EFAS”(2026) is for “EFAS”(2026) only. It is different from the district choice for the original Public Rental Housing (PRH) application and are not related.

Points to note in selecting Flat District(s) and Flat Type(s) on the application form

The flat district(s) and flat type(s) applicants selected on the application form of EFAS will directly affect whether they will be invited for flat selection.  The related arrangement are as follows:

  • Arrangement on flat selection invitation:  when the remaining PRH flats under “EFAS” are in district(s) and/or type(s) not selected by the applicant and the notification letter for flat selection has not yet been mailed, the HD will not invite the applicants to come for PRH flat selection.

Note: Flats remaining at relatively late stage of flat selection are usually Housing for Senior Citizens (HSC) units or self-contained flats located in relatively remote areas.

  • No restriction on "Resale Exercise": if the applicant concurrently opts for “Resale Exercise” (i.e. GSH flats and recovered TPS flats) and there are still GSH flats and recovered TPS flats available for selection, they will still be invited to attend the flat selection for GSH flats and recovered TPS flats.
  • Arrangement on invitation to select remaining flats:  If there are still PRH flats available for selection after all invited eligible applicants have  attended the flat selection, the HD will consider re-inviting eligible applicants who have not selected a flat to join the flat selection of the remaining flats according to order of priority for flat selection.
