Countries / places that recognise the IDP issued in Hong Kong
Currently, more than 90 countries/places recognise the IDP issued in Hong Kong. You may check the list below to find out if the country / place that you intend to visit allow holders of IDP to drive or not.

Eligibility for Application
You must meet ALL of the following requirements:
1.    holding a HK identity card, and
2.    holding a valid Hong Kong full driving licence (licence expired for not more than 3 years is also accepted)

Points to note: Holders of Probationary Driving Licence are not eligible for the application of IDP.


Validity

  • An IDP is valid for one year from the date of issue, it can be used for multiple times within the validity period. The holder has to apply for a new one when it is expired.

Points to note: Applicants may apply for a new IDP at any time even the IDP is not expired yet.


Application Procedures
 

Application Method
  1. Apply online via the GovHK website ( applicable to  "iAM Smart+" users or eligible applicants holding a valid personal digital certificate).  
  2. In person or by agent to any Licensing Office.  In addition to apply direct in the Licensing Offices (note), an appointment booking service is also available on phone (Tel: 3763 8080) and the Internet. The appointment can be made 10 weeks in advance.
  • After making the appointment successfully, the applicants shall visit the Licensing Office concerned at the scheduled time.
  • If the application is submitted by an agent, the agent is required to produce his/her own original identity document for record purpose. No authorisation letter is needed.

(Note) The Transport Department has implemented the queue ticketing system for driving licensing related services at four Licensing Offices.  For international driving permit applications processing over the counter, if no prior appointment has been made online or by phone, applicants are required to obtain a same-day queue ticket on-site before using the counter services.  Same-day queue tickets are distributed at 9am in the morning and 2pm in the afternoon on each working day.   

  1. By post to Transport Department Kwun Tong Licensing Office, P.O. Box 68115, Kowloon East Post Office, Kowloon
  • The Transport Department encourages applicants to submit the application using a registered mail to avoid losing important documents.
Documents Required
  1. Apply in person in the Licensing Offices or application submitted by post: 
  • The completed form "Application for International Driving Permit TD51"; and
  • Hong Kong Identity Card (original/copy) (Please click here for the requirements of the identity proof); and 
  • Two identical, new and recent photographs showing the full face (Please click here for the requirements of photographs); and
  • Address Proof (original/copy) (Please click here for the requirements of the address proof). 
  1. Online application: 
  • An image file of recent photograph.  The acceptable file format for the photograph is as follows:

    - File type: JPG or JPEG

    - File size: 5MB or below

    - Photograph size and requirements: new and recent photographs with plain background, size 40mm (W) x 50mm (L) taken full face without headwear

    - Image resolution: 600 dpi

  • A file of address proof (click here for the requirements of the address proof).  The acceptable file format for the address proof is as follows:

    - File type: JPG, JPEG, PDF

    - File size: JPG and JPEG - 5MB or below; PDF - 1MB or below

    - Image resolution: 600 dpi

Fee
$80
Payment Methods
  1. For applications submitted in person to the Licensing Office, the Transport Department only accepts the following payment methods:
  • Cash; 
  • FPS; 
  • EPS; or
  • Crossed cheque payable to “The Government of the HKSAR”.
  1. For applications submitted by post, the fee should be settled by crossed cheque.
  2. For online applications, the fee can be settled by the following methods:
  •  Credit card (Visa, MasterCard, JCB or China UnionPay);  
  • FPS;  or
  • PPS. 
Processing Time 
  • In person to the Licensing Office:

    • To be issued on the same day

  • By mail/ online application: 

    • To be sent to applicants by registered mail within 10 working days from the date of receipt of application if the submitted documents and photo are in order.
