How to apply for a replacement of the Periodic Test Certificate (WR2) endorsed by the Electrical and Mechanical Services Department?

In case of loss of the "Periodic Test Certificate"(WR2) endorsed by the Electrical and Mechanical Services Department (EMSD), you may apply for a certified true copy. Application for the replacement must be made by the owner of the electrical installation at the premises, the management company for the premises or the incorporated owners of the premises. If you would like to know the expiry date of the WR2 before applying for the replacement, please submit a written request to the Electricity Legislation Division of EMSD (Address: EMSD Headquarters, 3 Kai Shing Street, Kowloon Bay, Hong Kong).

The procedures for replacement of WR2 are as follows -

Form ER41 - Application Form for a Replacement Copy of Certificate of Registered Electrical Worker/Contractor or a Certified True Copy of an Endorsed Periodic Test Certificate (PDF)

Supporting documents

Evidence to substantiate that the applicant is the owner of the fixed electrical installation at the premises, management company for the premises or incorporated owners of the premises

Fee

The application fee is $160. The paid application fee will not be refunded regardless of the result of application.

Means of submission

In person to the EMSD Registration and Permit Office, or drop the application into the drop-in box located in EMSD HQs
By post to EMSD Registration and Permit Office
Online Submission (Password and personal digital certificate are required)

Office Hours：

Monday to Friday 9:00 am to 5:15 pm (open during lunch hours), Saturday, Sunday and Public Holidays closed
Saturday 8:30am to 12:30pm (drop-in box located at G/F lobby only)

Payment method

In person : Cash, crossed cheques, drafts, cashier orders
Post / Drop Box : Crossed cheques, drafts, cashier orders
Online application: PPS, online banking payment, general demand note, crossed cheque, draft, cashier orders

(Cheques, Draft and Cashier Orders should be made payable to 'The Government of the Hong Kong Special Administrative Region' and crossed. If an application is made online, please send the crossed cheque, draft, cashier orders to EMSD by post.)

Processing time

About 13 working days upon receipt of all the required documents and application fee

How to collect the certificate

Collect the certificate in person at EMSD; or
Through registered mail to the correspondence address of the applicant
